SAMUEL A. MORSE
WLA Principal
Mr. Morse provides a wide range of services in urban planning and
landscape architecture. He has an academic background not only in landscape
design and planning, but also in psychology, land use, land use law, and
natural resource management. His 38 years of planning experience has been in
New Jersey, Pennsylvania, New York, Illinois, Colorado, California, Washington,
and Arizona. Besides private practice he has worked at federal, state,
regional, county, district, and municipal levels of government in areas of
parks, land use, and resource management. In 1972 he established residency in
Arizona to become the first Natural Resource Planner with the Arizona State
Land Department.
The following encompass highlights of Mr. Morse's background:
- Assisted municipalities/school districts on state trust land
selection.
- Worked on recreational use of Reach 11 of the CAP and Cave
Creek Wash.
- Helped establish format for the City of Phoenix village
concepts.
- Worked on two world fair projects.
- Planned numerous school and college campuses on east and west
coasts.
- Developed land exclusion methods for National Acceleration
Laboratory outside Batavia, Illinois.
- Prepared stream and basin land use and master park plans in
Bucks County, Pennsylvania
- Initiated Ohio/Mississippi River Water Resource Basins Studies
of flood plain zoning and land use management in Ohio, Iowa, Missouri, and
Illinois.
- Prepared 300 acre park and conference center master plan for
University of Illinois.
- Served as team captain for master plan for 21 miles of
waterfront on the
Columbia River.
- Served as Director of Regional Planning for Chelan County and 8
municipal regional planning commissions in Washington state.
- Prepared general and specific master plans for town of
Surprise, AZ for approximately 30 square miles for purpose of annexation and
development.
- Worked on light rail transit issues with City of Phoenix.
